Dr. Conway, President and CEO of BlueCross BlueShield of North Carolina, is considered one of the most prominent driving forces behind the national movement to value-based care, tying healthcare payments to quality and innovation.  He most recently served as Deputy Administrator for Innovation and Quality at the Centers for Medicare and Medicaid Services (CMS). In this role, he also held the position of Director of the Center for Medicare and Medicaid Innovation (CMMI).  A respected leader, innovator and clinician, Dr. Conway was elected to the National Academy of Medicine in 2014.

Cheryl A. Phillips, M.D is President and CEO of the Special Needs Plans Alliance, a national leadership association for special needs and Medicare-Medicaid plans serving vulnerable adults.  A fellowship-trained geriatrician, Dr. Phillips has a national reputation for policy, advocacy and clinical practice innovation in the long-term care continuum.  Previously Senior VP for Public Policy and Health Services at LeadingAge, Dr. Phillips was Chief Medical Officer of On Lok Lifeways and Medical Director for Senior Services and Chronic Disease Management at the Sutter Health.  Past president of both the American Geriatrics Society and  the American Medical Directors Association, Dr. Phillips has served on multiple technical advisory groups and testified before Congress.  A frequent guest speaker and author, Dr. Phillips is on the Board of Directors of the SCAN Foundation.
